Almost always because of moisture. Fiberglass batts absorb damp crawlspace air, get heavy, and pull loose from the joists. Replacing them without fixing the moisture just starts the cycle over.
If it is wet, moldy, sagging, or full of pest droppings, yes. Damaged insulation traps moisture against the wood. We remove it and recommend the right replacement for your space.
It depends on whether the crawlspace is vented or sealed. In an encapsulated crawlspace, insulating the foundation walls with rigid foam board usually works better than batts between the joists. We explain the options during the inspection.
